So, you decide. Is getting teens to have less sex overall, but more riskier sex a win? Perhaps it makes a sense if you don't give a damn about the health of the kids in question, and only about their "morality" -- after all, then more of them are making moral choices, and the others are just getting what they deserve, right?

And we all know, the best possible way of controlling teens is to withhold information, or give them scary misleading information...
